| Seven break-through policies for telecom |

Vietnam's telecommunications industry has developed very fast in the past five years but it is facing many problems. Minister of Information and Communications Le Doan Hop has suggested seven new policies to promote telecom development.
The seven new policies include: demand stimulus; bringing fixed phone, Internet and television services to all families, especially in rural areas; bringing mobile phone services to everybody through promotional programmes; having land, tariff and human resource training policies to develop information technology; building standardised schools to train human resources for this industry, encouraging online education; having policies to encourage telecom and IT companies to have healthy competition and to reach out to the world.
Minister Le Doan Hop, in a recent meeting with officials of big telecom groups in Vietnam, said that the telecom sector has developed very fast, with wider international cooperation, but many problems still exist, associated with infrastructure and administrative management.
He said that there are 35 million people in Vietnam don't have mobile phones, around 10 million families without fixed phones and the Internet, and 11 million households without television.
The minister and officials of big telecom groups agreed to discuss essential issues of the telecom industry at the first conference on information and communication technology infrastructure in April 2004. These issues are namely investment, jointly exploiting ICT infrastructure, bringing Internet to rural areas, putting urban cable systems underground, cooperation and cooperation among telecom groups and overseas investment.
